D.R. Horton is the largest homebuilder in the United States and the eighth-largest in Richmond, with 172 closings worth $89.9 million in 2025. It entered the market in 2018 and has spread wider than most buyers realize: Chesterfield, Henrico, Hanover, New Kent, Prince George, Hopewell, and Caroline. Its next project, Sawmill Station in Moseley, would be the largest thing it has built here, and it comes with a tax district homeowners will pay for 30 years.

D.R. Horton is the only builder in this series with real inventory south of the Appomattox. Sawmill Station and the tax district
In May 2026 Chesterfield rezoned 131 acres on Hull Street Road in Moseley for Sawmill Station: up to 860 units including single-family, townhomes, duplexes, and apartments, plus 14 acres of commercial, with D.R. Horton as the contract purchaser. To pay for Hull Street lane and signal work, the county is creating a community development authority that can issue up to $9 million in bonds, repaid through special assessments on the homes for up to 30 years. The Board of Supervisors took it up July 23, 2026 (BizSense coverage).
What that means for a buyer: a Sawmill Station home will carry a CDA assessment on top of county property tax and HOA dues. We have seen similar districts in the region add several hundred dollars a year per home. It is not hidden, but it is not on the price sign either. When the community opens, ask for the assessment schedule before you compare its prices to Magnolia Green across the road. DHI Mortgage and the rate promotions
D.R. Horton’s main incentive is rate, not cash. At Watermark the builder advertised 4.99 percent FHA and 5.50 percent conventional on select homes through DHI Mortgage in 2026. A 4.99 percent FHA rate against a market rate around 6.5 percent is worth about $400 a month on a $420,000 loan, which is a large incentive for the first-time buyers D.R. Horton targets. The rate is the builder buying down points, so the cost is in the price; ask what the home costs with an outside lender and no buydown. Also check whether the buydown is permanent or a temporary 2-1, and whether the FHA mortgage insurance makes the conventional option cheaper over five years. Our incentives guide runs the numbers.
The D.R. Horton warranty
Standard 1-2-10: one year workmanship, two years systems, ten years structural, with the clock starting at closing. The full warranty manual is in D.R. Horton’s documents and guides. It is builder-administered; the manual does not advertise third-party insurance or transferability. D.R. Horton’s national review volume includes 60 construction-defect lawsuits in South Carolina’s Midlands reported in 2025, which is context, not a Richmond finding. Our read: D.R. Horton’s national numbers are the worst of any builder in this series, and its Richmond volume is too small and too new for a local pattern to emerge. The one Virginia review we found (Powhatan) matches the national themes: closing delays and warranty speed. Treat a D.R. Horton purchase like a Ryan purchase: independent inspections at pre-drywall and final, every item in writing, and do not close with open punch items. Where D.R. Horton does well is value per square foot at the bottom of the market, and for the buyer at $305,000 to $360,000 in Prince George or Hopewell, there is not much competition.
Who D.R. Horton fits in Richmond
D.R. Horton fits the first-time or military buyer south of the river who needs new construction under $440,000, the FHA buyer who can use the rate promotion, and the Chesterfield buyer comparing Watermark against Lennar and Eastwood on the same street. It does not fit the buyer who wants design flexibility, a documented local track record, or anything in the West End short of $900,000.
